the same is the case to use a PHP or a PHP Framework
for speed, faster results, less responsibility and knowledge, a framework is better for a small team
for quality, better knowledge, bigger team and budget and more, PHP is better
When the project is in the moddle someone else designed you just add or follow him, if he was good it’s ok.
