I think this is a different meaning and process. Maybe to have more than two areas of interest:
1> Bootstarp process at EEPROM where the machine becomes alive
2> Bootstrap framework, when we write code and we use it to speed up the process, is a CSS library.
The answer is than when is active RAM, the bootstrap process has already finish it’s job.
