yes, if you have XAMPP the

if the server IP is 10.10.10.10 and you access from within the server you can invoke

http://localhost/<my wordpress site>

or

http://10.10.10.10/<my wordpress site>

if you try from another server, connected to the net, you must invoke

http://10.10.10.10/<my wordpress site>

and of course the server 10.10.10.10 must have active the XAMPP
