Redesign WordPress

I have am doing the redesign of a WordPress website. Does it make more sense to set up a new WordPress CMS or to continue using the old one? Currently running 3 domains on the CMS and the redesign only affects one of them

No you just need to make a test site, desigh or create a new Template according to your needs or modify the old one, if the the test site is ok for your cliend just migrate it to the live.

You have the data, maybe to change theme and some plugins.
