Interactive school platform

I'm looking to build an interactive platform/website for college students to go onto and have the possibility of interacting with every other student of the campus, which are registered using their university email. What's the best way of doing it?

You can make a Social net with WordPress and BuddyPress are free, or with Joomla and Community Builder (is paid). WordPress is easy but with Joomla is more difficult. It depends on what you know, what is your background. If you are a starter go for WordPress, a lot of FREE support (articles, how-to info, videos from youtube, lessons from many online schools like Udemy).
