For a techy Joomla is ok and Wordpres easy.

For a non techy Wordpres is ok and Joomla not easy.

If we say a CMS, then we have two categories of lets say DEVS.

the one is to put togeteher to software blocks/themes (plugins, e.t.c.)
the other to write plugins and themes, in this secord area is used the same Bootstrap

Which is easier, Joomla or WordPress? Is Bootstrap the same as WordPress?
