Which is easier, Joomla or WordPress? Is Bootstrap the same as WordPress?

For a techy Joomla is ok and Wordpres easy.

For a non techy Wordpres is ok and Joomla not easy.

If we say a CMS, then we have two categories of lets say DEVS.

1. the one is to put togeteher to software blocks/themes (plugins, e.t.c.)
2. the other to write plugins and themes, in this secord area is used the same Bootstrap
